NEW PATHS FOR EDUCATION POLICY/LIAISON

(TERM POSITION to March 31, 2011)

Winnipeg, Manitoba

Southern Chiefs Organization is seeking an experienced, conscientious, highly motivated individual to assume the responsibilities of Education Advisor.

Reporting to the Chief of Staff, the Education Advisor will provide advice and guidance in improving and enhancing education services. The Education Advisor shall design and deliver and/or facilitate workshops and presentations on relevant education topics reflective of the member First Nations needs/requests and; advise the Office of the Grand Chief as per the aims of the Education Partnership, Letter of Understanding.

MINIMUM QUALIFICATIONS:

· A graduate degree in education is preferred; however a minimum of a Bachelor of Education and Manitoba Teacher's Certification is required.

· Five years teaching experience at elementary and/or secondary school level, school administration experience or related discipline is required. Five years experience working with First Nations in the education field, which must include at least 3 years at a First Nation educational institute.

· Must have experience working with First Nation Government, First Nation Communities and other levels of Government.

· A keen appreciation of SCO First Nation cultures and community aspirations is required.

· Must have proven well-developed communication, staff/public relations and negotiating experience; must be highly self-motivated and able to work well independently or as a team member.

· Must have excellent computer skills, proven experience with word processing, spreadsheet, database, presentation and publishing software preferably in a Microsoft environment.

· Must have valid Manitoba Driver's License, access to reliable transportation and be willing to travel via air or winter road to remote communities.

· A criminal reference check is required.

KNOWLEDGE AND SKILLS:

· Excellent knowledge of federal and provincial legislation and policies that affect First Nation government, and a sound knowledge of contemporary public sector operating systems and procedures are required.

· Must be innovative and decisive with high-level organizational, managerial, research and analytical skills; must demonstrate results - oriented management skills and practices.

· Must demonstrate the ability to work with a high level of tact and discretion.

· Must possess excellent project management skills and be able to establish and effectively achieve measurable objectives within directed work plans.

· Excellent knowledge, training and experience in a governmental educational funding procedures.

· Understanding of Band/First Nation funding arrangements/agreements for community run schools.

· Excellent understanding of School Board structures, knowledge of the Manitoba Public Schools Act and The Education Administration Act and other relevant legislation.

· Preference will be given to a First Nation individual who has knowledge of SCO First Nations' culture and language used in the education system.
